CSCS to end NVQ exemptions for CITB HS&E Test from 2 September 2019

The CSCS skills card scheme is ending an exemption to the CITB health, safety and environment test following the consultation with its partners including the CITB. Normally, most applicants are required to achieve a recognised construction related qualification (usually an NVQ or SVQ) as well as pass the CITB safety test within the last two years.

If applicants have achieved an SVQ or NVQ within the last two years they currently do not have to sit the CITB Health, Safety and Environment Test.

CSCS’s Director of Operations Gordon Jenkins commented saying: “ CSCS are bound by the requirements of the Industrial Strategy for Construction. The Industrial Strategy is overseen by the Construction Leadership Council (CLC) who, in 2015, announced that all card schemes displaying the CSCS logo should only issue skilled cards to applicants who hold nationally recognised construction related qualifications and have passed a separate health and safety element.

Accepting the recent completion of an SVQ or NVQ as an exemption to taking the test is no longer in step with the wishes of the industry and as such the exemption will be withdrawn.”

WoRC is a registered charity dedicated to ending in-work poverty by helping workers exit precarious work: poorly paid, unprotected, and insecure employment. Our common aims and mission are to help workers across all industries to learn about their rights and help them spot the signs of unsafe working conditions.

All workers in the Construction Industry must have the required skills, training and qualifications (NVQs). Incorrect training poses also a high health and safety risk to workers and construction companies.

The Construction Industry is a major component of the UK economy. In its diversity, it may range from infrastructure to mining, or from maintenance to workforce training. In 2014, construction output was £103 billion, 6.5% of GDP and in the first quarter of 2019 registered an output of £28.5 bn. In terms of employment, over 2.1 million people are employed in the Construction Industry. This places a huge responsibility on all stakeholders involved to protect all workers and prevent the exploitation at all levels. It is key therefore for construction workers to know how to access adequate training and recognized qualifications.

CSCS Visitors Cards are being withdrawn

CSCS has consulted with the industry and decided that will pave the way for the eventual withdrawal of the CSCS Visitors Cards (Yellow CSCS Visitors’ Card), currently valid for five years’.

All Construction Site Visitor cards issued from 3rd September 2018 will expire on 31st August 2020 and CSCS will stop issuing the card from 28th February 2020.

For the avoidance of doubt, all Construction Site Visitor cards issued before 3rd September 2018 will remain valid until their expiry date.

The good news is many people holding the Construction Site Visitor card will not be required to obtain another CSCS card. CSCS cards are intended for construction-related occupations only and many people holding the card work in roles considered to be non-construction related, such as site cleaning and catering staff. Historically these workers have applied for the Construction Site Visitor card because they were told to do so by their employer, this was often a result of policies requiring sites to be 100% carded, as opposed to construction workers being 100% qualified.

However, those with CSCS Visitor Cards that work in construction-related occupations must now start to develop plans to move across to the appropriate skilled card. For some, this will be straightforward as they will already hold the appropriate qualification or membership of a recognized professional body. Those working in construction-related occupations without qualifications will be expected to register onto the appropriate qualification before their Construction Site Visitor card expires.

Graham Wren continued: “The withdrawal of the Site Visitor card will see an increase in the numbers of individuals turning up to the site without a card. We are not suggesting site supervisors and managers turn non-cardholders away from the site. If a worker is there to carry out a construction-related activity then a card is required as proof of their training and qualifications. If they are there to perform a non-construction related activity it then becomes the responsibility of site supervisors and managers to induct and supervise these people to ensure they remain safe at all times when on site.”

The decision to withdraw the Site Visitor card is supported by the Construction Leadership Council’s recent announcement that not everyone needs a card to gain access to site and cards should only be issued to those working in construction-related occupations.
